What Is an OOHC Assessment? A Clear Guide for Carers, Agencies, and Caseworkers

What Is an OOHC Assessment?

An Out-of-Home Care (OOHC) Assessment is a structured, evidence‑based process used to understand a child’s needs and determine whether a proposed carer, placement, or permanency pathway is safe, suitable, and in the child’s best interests. These assessments are essential across the Permanency Support Program and are used by DCJ, NGOs, and the Children’s Court to inform decision-making.

At CASS, our assessors complete OOHC assessments that are child‑centred, culturally responsive, and aligned with DCJ and Court expectations.

Why OOHC Assessments Matter

OOHC assessments help agencies and caseworkers:

  • Understand a child’s developmental, emotional, cultural, and relational needs
  • Evaluate the strengths and risks within a proposed placement
  • Support permanency planning (restoration, guardianship, long‑term care, adoption)
  • Provide the Court with clear evidence
  • Ensure carers are prepared, capable, and supported

A high‑quality assessment protects children and supports stable, long‑term outcomes.

What an OOHC Assessment Typically Includes

While each assessment is tailored to the child and context, most include:

  • Child interviews and observations
  • Carer interviews (individual and joint)
  • Home environment assessment
  • Parenting capacity analysis
  • Cultural identity and connection planning
  • Risk assessment and safety considerations
  • Case history review
  • Professional consultations (therapists, teachers, caseworkers)
  • Clear recommendations aligned with legislation and best practice

CASS assessments are written to be sector‑aligned and Court-ready.

Our Approach at CASS

CASS assessors bring together:

  • Trauma‑informed practice
  • Cultural capability
  • Child‑centred interviewing
  • Evidence‑based frameworks
  • Clear, structured report writing
  • Transparent communication with agencies

We work collaboratively with DCJ, Child Safety and NGOs to ensure assessments are timely, thorough, and aligned with statutory requirements.
